This course concentrates on challenges faced by transition and emerging-market economies, i.e. middle- and low-income countries. It starts from a brief history of communist economic system based on central planning in the former Soviet Union and Central and Eastern Europe, its evolution and collapse at the end of 1980s/ early 1990s and subsequent transition to a market system in 1990s and 2000s. Then it analyzes experience of market reforms in China, India, other Asian countries, Middle East and North Africa, Sub-Saharan Africa and Latin America at the same period. Finally, it discusses the problems of contemporary global economy and global and regional economic governance with the special focus given to emerging-market economies and their role. 

Предмет курса концентрируется на проблемах т.н. переходных экономик и формирующихся рынков. Курс начинается с краткой истории командной экономической системы основанной на центральном планировании в СССР и странах Центральной и Восточной Европы, ее эволюции и распаде в конце 1980-тых и начале 1990-тых годов. Потом мы анализируем опыт рыночных реформ в Китае, Индии и других странах Азии, на Ближнем Востоке, Африке и Латинской Америке в тот же самый период. Наконец мы обсуждаем проблемы глобальной экономики и глобального и экономического управления, с особым вниманием для экономик с формирующимися рынками и их роли.

Week One: Introduction, origins of a centrally planned economy, its major characteristics, evolution, attempts of its reform and history of its collapse, agenda of market transition in 1990s (Parts 1-5)

Week Two: Major components of transition (macroeconomic stabilization, domestic and external liberalization, privatization), political economy of transition, controversies over a transition strategy and first results of transition (at the end of 1990s) (Parts 6-9)

Week Three: Market and democracy, interrelations between economic and political transition, the role of external actors and EU integration process (Parts 10-13)

Week Four: Transition economies in early 2010s, specifics of Chinese transition and its major stages (parts 14-16)

Week Five: Market reforms in other Asian countries (Vietnam, Laos, Cambodia, Myanmar, Mongolia, India), in the Arab world (including the Arab Spring) and Sub-Saharan Africa (Parts 17-20)

Week Six: Market reforms in Latin America and their background, summary of emerging-market reforms since 1980s, causes and consequences of emerging market-crises in 1980s and 1990s (Parts 21-23)

Week Seven: Impact of the global financial crisis of 2008-2009 on emerging-market economies (Parts 24-26)

Week Eight: The increasing role of emerging-market economies in the global economy, consequences of globalization, and changes in international financial institutions (Parts of 27-29)

Week Nine: Emerging-market economies and global and regional trade systems (Parts 30-32)
